What would I do?? As he's approached it nicely so far and not seen a response, one can escalate the situation. ? I hope they had a legal agreement before they got into this mortgage situation to help resolve issues as time passed. ?? There is no absolute way to do this but some possibilities are:

1.? Put a deadline on the refinancing.?? It may be prudent to hire a mediator for this discussion.

2.? Then,? the next stage is to propose they put the house on the market.

3.? And, then, see an attorney.?
