Despite what your friends are claiming now?? and?despite what they?were claiming a year ago?? Facebook is still free. The social network hasn't released a membership?"price grid" or announced that it will start charging its users.

A hoax which has been floating around since Facebook launched the Timeline design is driving folks into a frenzy once again, most likely due to the?"promoted posts" the social network is testing right now.?(Some users are able to promote personal posts for a fee, to make sure that more of their friends see them. This is completely optional and not part of some sort of monthly membership fee.)

According to?Graham Cluley of?Sophos' Naked Security blog, there's not much to the hoax beyond a bunch of annoying messages, along these lines, which are being reposted at an increasing rate:?

It's not particularly surprising that some folks?are falling for this. After all, Facebook's been in the news a lot recently?and it's easy for someone to overhear a little detail?? such as something about promoted posts?? out of context and panic. But think about it for a second: Does it really make sense at all that pasting a message, especially one written in ALL CAPS, would get you out of a $10-per-month fee? Correct answer:?No, it doesn't.?

So don't copy and paste this message. Be part of the solution not the problem. Rather than respond thoughtlessly to a prankster's fear tactic, politely share a link to this blog post with your friends ??just to reassure them that while Facebook may be trying to make money off of you in lots of different ways, a monthly subscription isn't one of them.

Update: A Facebook spokesperson has reached out to NBC News with a simple statement, to emphasize the message of this story:

For nurses, hair stylists, kickboxing instructors and even geologists, Georgia's desire to clamp down on illegal immigration is having an unintended side effect.

Things are so jammed at the secretary of state'?s office that renewing a state license for some of the 200 professions that require one is taking weeks instead of days. For some brand-new nurses, the wait for a license can stretch into three months.

The reason is a new law that went into effect at the beginning of the year. It requires people seeking professional licenses to prove they are in the United States legally.

That means people who used to renew online must now find and send in what the state deems a secure and verifiable document: a copy of a driver'?s license, a passport, a green card or other government-issued ID.

"?The fact of the matter is that in our agency we?'ve taken a streamlined process we?'ve had in place and made it more bureaucratic,"? said Brian Kemp, the secretary of state.

"Even a call to ask about how to get a license or why things are taking so long has become a problem. State licensing workers can answer only about three-quarters of the nearly 459,000 calls that come into the call center in a year because the new requirements are bringing more questions and arrived during a period of recession-driven staff cuts," Mr. Kemp said.

The licensing division has shrunk to 87 employees, down 30 percent since 2008. Mr. Kemp, who has to cut his budget by 3 percent this year, will not reduce staffing at the division any further. The workload is too heavy, plus the division brings in $24 million a year. Instead, he is laying off staff at the state archives and eliminating public hours there.

One would think that simply checking a piece of identification would not gum up the works, but the state licenses 475,000 people over all. Although not all of them renew at the same time, the new step requires hand-checking each application for the correct documents. Before, much of the process was automated.

And despite efforts by the state'?s professional boards to educate people about the new requirements, more than 8,300 applications have arrived without proof of citizenship or legal residency so far this year. Each of those applicants had to be contacted and asked to provide the correct documents.

Certainly, many professionals seeking a state license have simply absorbed the extra step with the resignation of a traveler in an airport security line.

"It was just a little more paperwork," said Jeff Hopp, the president of the Georgia Athletic Trainers? Association.

But the backlogs can be frustrating, especially since a process that used to take a few keyboard strokes and 2 days can now take more than 10.

"?Unfortunately, government makes these laws and regulations at the legislative levels, but they don'?t make the adjustments at the do-it level,?" said Henry Williams Jr., a licensed hearing aid dispenser in Gainesville, Ga., who recently retired from the state board that oversees the hearing aid business.

In neighboring Alabama, where many parts of a similar immigration bill were delayed until a federal court heard challenges to it in August, untangling the mess over state licenses is just beginning.

While legal challenges remain, the court allowed Alabama to implement a portion of the bill designed to keep illegal immigrants from getting state licenses. But how the state commissions in charge of regulating architects, therapists and other licensed professionals will comply is still a work in progress.

In Alabama, the secretary of state does not oversee professional boards and commissions, which are independent but operate with legislative approval. "The state's Department of Examiners of Public Accounts, an independent legislative audit agency, is trying to offer guidance," said John Norris, a director of the agency. "?It will create extra work,?" he said. ?"We?'re just not sure how much yet because these agencies have not had a chance to fully comply.?"

One option is to get the federal government to allow Alabama to use a federal database called SAVE, or Systematic Alien Verification for Entitlements. The state has asked, but the federal government has yet to answer.

Meanwhile in Georgia, Mr. Kemp said he will ask the legislature next year to change the bill so that only first-time applicants will need to prove their status.

And even though veteran nurses have been grumbling about the added paperwork, new nurses and other professionals are used to waiting.

"?My perception is we have never been the quickest state,?" said Linda Streit, dean of the Georgia Baptist College of Nursing at Mercer University. ?"And with all this from immigration, we continue to not be the quickest state.?"

Beware of Foreclosure Rescue Scams

Unfortunately foreclosure rescue and mortgage modification scams are growing. HUD offers these tips to avoid being caught up in a scam:

  1. Beware of anyone who asks you to pay a fee in exchange for counseling services or the modification of a delinquent loan.
  2. Beware of people who pressure you to sign papers immediately or who try to convince you that they can ?save? your home if you sign or transfer over the deed to your house.
  3. Do not sign over the deed to your property to any organization or individual unless you are working directly with your mortgage company to forgive your debt.
  4. Never make a mortgage payment to anyone other than your mortgage company without their approval.

HSBC China services PMI recovers to 54.3 after one-year low

BEIJING, Oct 8 ? China?s services sector rebounded in September after its growth hit a one-year low in August, according to a private sector survey today that follows last week?s much more gloomy official assessment.

The HSBC services sector Purchasing Managers? Index rose to 54.3 in September from 52.0 in August, rebounding to its highest level since May thanks to an uptick in the new business sub-index to 54.0 ? also the highest level in four months.

The sunny results are in marked contrast to an official non-manufacturing PMI released on October 3, which showed activity in September slowing to the weakest level since November 2010. The official survey, published by the National Bureau of Statistics, tends to reflect larger state-owned firms, and the two do not necessarily move in tandem.

Today?s survey also contrasts with both the HSBC and the official PMI ones of China?s vast manufacturing sector, which indicate that China is headed for a seventh straight quarter of slowing growth.

?This is likely an indication of a gradual improvement of domestic economic conditions due to the earlier easing measures and the stronger consumption demand in the run-up to the Golden Week holiday,? said Hongbin Qu, HSBC?s chief economist for China.

?While this helped to cushion the ongoing slowdown of manufacturing sectors, a meaningful turnaround in domestic demand requires additional easing efforts.?

The week-long National Day holiday at the beginning of October saw hundreds of millions of Chinese hit the roads and shopping malls, straining capacity at tourist destinations and crowding trains and airports.

This year, the holiday coincided with the Mid-Autumn Festival, when families and business contacts treat each other to restaurant meals, mooncakes and gifts.

HSBC?s ?prices charged? sub-index rose above 50 ? the line that separates expansion from contraction ? for the first time since March. The rise could reflect the holiday as well as reflecting an increase in inflation after a summer trough.

Weak growth

Analysts expect this year to be China?s weakest full year of growth since 1999 at just 7.7 per cent, according a Reuters poll that forecasts annual growth of 7.4 per cent in Q3, down from Q2?s 7.6 per cent.

Two cuts to interest rates, the easing of bank reserve requirements that freed about 1.2 trillion yuan (RM583 billion) for lending and the approval of infrastructure projects worth more than US$150 billion (RM460 billion) have so far failed to arrest the decline in China?s overall economic growth pace.

Analysts have had to repeatedly push back their expectations for when growth might begin to accelerate again. Beijing has resolutely kept a grip on the vital real estate sector and - contrary to the hopes of some ? has refused to launch a major stimulus program.

But there are signs that the real estate sector ? the main driver of wealth for China?s prosperous city dwellers in the past 15 years ? is bottoming out, wrote analysts Stephen Green and Lan Shen of Standard Chartered in a report before today?s PMI data was released.

They pointed to falling apartment inventories and greater activity in land markets.

Local governments, which rely on land sales for revenue, moved to loosen curbs this summer but were slapped down by Beijing. The central government?s stance could change after a new generation of leaders is appointed by the Communist Party in November, some analysts believe.

However, consumers may turn more cautious as the slowdown in the manufacturing sector feeds through to the urban services sector, as implied by the official non-manufacturing PMI results for September, the Standard Chartered report noted.

The HSBC services PMI did reflect a slight reduction in the sub-index that tracks employment, although Markit Economics, which compiles the index, noted that employment grew at its second fastest pace in the past 10 months, thanks to the rise in new orders. ?? Reuters
